
On 19 September 2025, The Institute for the Promotion of Teaching Science and Technology (IPST), represented by Associate Professor Dr. Thiradet Jiarasuksakun, President, and the Electronic Transactions Development Agency (ETDA), represented by Dr. Chaichana Mitrpant, Executive Director, signed a memorandum of understanding on the “Project for Curriculum Design on AI & Digital Ethics for Educators” at the Ubonchard Meeting Room, Swissôtel Bangkok Ratchada. Concurrently, a brainstorming meeting for the curriculum design was held. Attendees included Dr. Chaiwuti Lertwanasiriwan, Assistant to the President of IPST, Dr. Cheeraporn Sangkawetai, Director of IPST’s Technology Unit, along with academics, teachers, and distinguished professors.
This collaboration aims to develop a curriculum for Thai teachers, equipping them with knowledge, understanding, and skills in the ethical use of artificial intelligence (AI) and digital technology. The curriculum will enable teachers to manage learning safely and mitigate risks of inappropriate AI use, such as plagiarism, rights violations, and social drawbacks, while empowering them to guide students to think critically and use AI creatively.
The event featured lectures by the following experts:
- Assistant Professor Dr. Rachada Kongkachandra, Thammasat University, on “AI Ethics and Related Laws”
- Mr. Panuakdet Suwannatat, King Mongkut’s University of Technology Thonburi, on “Knowing Right, Knowing Wrong, Keeping Up with Artificial Intelligence”
In addition, a workshop titled “Raising Awareness of AI & Digital Use (ETDA Digital Citizen Plus)” was held by Mr. Hattapong Hirunrut, an expert from ETDA, to enhance understanding of safe and responsible use of digital technology.
Associate Professor Dr. Thiradet Jiarasuksakun, President of IPST, stated that this collaboration integrates scientific and technological knowledge to develop a curriculum that addresses teaching and learning needs in the digital age, while preparing Thai teachers to become leaders in modern learning.
Dr. Chaichana Mitrpant, Director of EDTA, emphasized that AI and digital technology are transforming education. As learning leaders, teachers must be equipped with the right tools and understanding to provide students with ethical and safe learning experiences.
This event was attended by representatives from partner agencies including the Office of the Basic Education Commission (OBEC), the Department of Local Administration (DLA), the Bangkok Metropolitan Administration’s Department of Education, Department of Learning Encouragement (DOLE), NECTEC, the Homeschool Network, the Program Management Unit for Human Resources & Institutional Development, Research and Innovation, the Sure and Share Center, and Thai News Agency MCOT, as well as speakers, executives, university experts, academics, and representatives from civil society and the private sector.
This signing follows the 3rd UNESCO Global Forum on the Ethics of AI 2025 held from 24 – 27 June 2025, which Thailand was honored to host in the collaboration with three ministries—the Ministry of Digital Economy and Society, the Ministry of Higher Education, Science, Research and Innovation, and the Ministry of Education—together with UNESCO. Thailand is also home to the first AI Governance Practice Center in Asia, with ETDA playing a key role in promoting policies and establishing transparent, safe, and ethical AI standards. As the country’s primary agency for policy and electronic transaction oversight, ETDA has consistently worked to build trust, enhance safety, and establish digital standards that support both the public and private sectors. Recognizing AI’s rapid growth, many sectors are compelled to adapt. A key priority for Thailand is to equip citizens, especially youth, with awareness of the intelligent, prudent, and ethical use of AI.
One important goal of this collaboration is to develop a prototype curriculum, “100 Schools for AI Ethics”, as a model for teaching and learning. This initiative will instill knowledge, understanding, and skills in the ethical use of AI in schools nationwide, supporting 21st-century skills and lifelong learning for Thai people.
This signing marks an important step in advancing Thailand towards the responsible use of AI and digital technology in education, while fostering quality digital citizens for the future.
