รองศาสตราจารย์ ดร.ธีระเดช เจียรสุขสกุล ผู้อำนวยการสถาบันส่งเสริมการสอนวิทยาศาสตร์และเทคโนโลยี (สสวท.) ร่วมบรรยายในการประชุมวิชาการ 11th SEAMEO – Tsukuba Symposium เมื่อวันที่ 20 กุมภาพันธ์ 2566 ในรูปแบบออนไลน์ ในช่วงการหารือเชิงนโยบายเรื่องเทคโนโลยีและปัจจัยที่ขับเคลื่อนด้วยคุณค่าเพื่อการพลิกโฉมการศึกษา (Policy Discussion on Technology and Values-Driven Transformation in Education) ภายใต้หัวข้อ ผู้นำการเปลี่ยนแปลง : บทบาทของเทคโนโลยีและปัจจัยที่ขับเคลื่อนด้วยคุณค่าเพื่อการพลิกโฉมนโยบายด้านการศึกษาของไทย (Navigating Change : the Role of Technology and Values-Driven Transformation in Thai Educational Policy)
การศึกษาไทยในปัจจุบันมีประเด็นปัญหาหลัก 2 ประเด็น ได้แก่ 1) ความไม่เท่าเทียม โดยนักเรียนที่ด้อยเปรียบด้านสังคมและเศรษฐกิจจำนวน 1.4 ล้านคน ไม่มีอุปกรณ์และไม่สามารถเข้าถึงอินเทอร์เน็ต 2) ภาวะการเรียนรู้ถดถอย (Learning loss) เนื่องจากการแพร่ระบาดของโควิด-19 กระทรวงศึกษาธิการจึงได้มีนโยบาย 5O’s เพื่อแก้ไขปัญหาดังกล่าว ได้แก่ ON-AIR, ONLINE, ON–DEMAND, ON-HAND และ ON–SITE เพื่อให้โรงเรียนเลือกใช้ได้อย่างเหมาะสมกับบริบทของตนเอง
สสวท. เป็นองค์กรหลักของประเทศในการกำหนดทิศทาง ประสาน ส่งเสริม และเพิ่มประสิทธิภาพ การเรียนการสอนวิทยาศาสตร์ คณิตศาสตร์ และเทคโนโลยีทั้งในและนอกสถานศึกษา ให้นักเรียนพัฒนาศักยภาพขึ้นเป็นประชากรที่มีความรู้ นักวิชาชีพฐานดี และนักวิทยาศาสตร์ชั้นนำในอนาคต โดยการวิจัยและพัฒนาหลักสูตร สื่อการเรียนการสอน การวัดผลประเมินผลในวิชาวิทยาศาสตร์ คณิตศาสตร์ และเทคโนโลยีในระดับการศึกษาขั้นพื้นฐาน
สสวท. ได้จัดทำโครงการ Project 14 ที่บรรจุคลิปการสอนวิชาคณิตศาสตร์ วิทยาศาสตร์ และเทคโนโลยี นักเรียนสามารถเรียนรู้ได้ทุกที่ทุกเวลา กำหนดการเรียนรู้ได้ด้วยตนเอง เน้นความเข้าใจ เชื่อมโยงชีวิตจริง และตรงตามหลักสูตร นอกจากนี้ สสวท. ยังได้พัฒนาต่อยอดไปเป็นระบบจัดการเรียนรู้แบบออนไลน์ My IPST ซึ่งประกอบด้วยคลังสื่อการสอนเพื่อครู แนวทางการจัดการเรียนการสอน สามารถติดตามและปรับเปลี่ยนการเรียนรู้ให้เหมาะสมสำหรับนักเรียนแต่ละคน เช่น การสร้างแบบฝึกหัดสำหรับนักเรียนแต่ละคน การให้คำแนะนำแก่ครูเพื่อช่วยเหลือนักเรียนที่มีความถนัดในการเรียนรู้แตกต่างกัน
สสวท. ได้จัดทำหลักสูตรการเรียนภาษาคอมพิวเตอร์หรือโค้ดดิ้ง (Coding) สำหรับชั้นประถมศึกษา และมัธยมศึกษา และยังมีหลักสูตรสำหรับครูและผู้สนใจทั่วไปทั้งที่เป็นระดับพื้นฐาน ระดับกลาง และระดับก้าวหน้า ผ่านระบบออนไลน์ทาง http://teacherpd.ac.th สำหรับครูและบุคลากรทางการศึกษา และผ่านระบบ Thai MOOC สำหรับผู้สนใจทั่วไป
สสวท. ปักหมุดสู่การออกแบบการศึกษาแห่งอนาคตเพื่อให้การศึกษาไทยทันสมัยและสอดคล้องกับสถานการณ์โลกที่เปลี่ยนแปลงอย่างรวดเร็ว โดยความร่วมมือกับโรงเรียน มหาวิทยาลัย และหน่วยงานภาครัฐเพื่อสร้างสังคมแห่งการเรียนรู้ ผ่านการออกแบบหลักสูตรที่ส่งเสริมการคิดวิเคราะห์ การคิดสร้างสรรค์ รวมถึงจัดทำสื่อการเรียนรู้ที่หลากหลาย เพื่อเป็นการเตรียมพร้อมเยาวชนไทยด้านความรู้ และพัฒนาการทางด้านร่างกายและจิตใจ สำหรับการใช้ชีวิตในศตวรรษที่ 21 ได้อย่างราบรื่นและมีความสุข
Associate Professor Dr. Thiradet Jiarasuksakun, President of The Institute for the Promotion of Teaching Science and Technology (IPST), gave a presentation on the topic “Navigating Change: The Role of Technology and Values-Driven Transformation in Thai Educational Policy” on behalf of the Permanent Secretary of the Ministry of Education of Thailand for Session 1: Policy Discussion: Technology and Values-Driven Transformation in Education at the 11th SEAMEO-University of Tsukuba Symposium on 20 February 2023 via Zoom.
The two main educational issues that Thailand has faced for the past three years with COVID-19 are 1) Inequality: more than 1.4 million students with low-socioeconomic status are more likely to lack access to the internet and smart devices in their households and 2) Learning loss: many students have been left out or have got no access to adequate education. Therefore, the Ministry of Education initiated the 5 Os approaches: ON-AIR, ONLINE, ON–DEMAND, ON-HAND, and ON–SITE, to let the schools and teachers decide on the teaching methods that suitable for their circumstances.
As an agency responsible for the quality improvement of science, mathematics and technology (SMT) education through the development of innovative curricula and learning tools, IPST has helped teachers and students to cope with the COVID-19 situation by initiating Project 14 to serve as a platform of open educational resources of online lessons in SMT with multi-device access as well as My IPST, a learning management system for SMT classroom, that features instructional material collections, instructional guidelines, and personalized learning. In addition, IPST has created the Innovative Curriculum for Computing Science in K–12 education for both primary and secondary school levels, which include online training and workshop programs in Coding at the basic and intermediate-advance levels through teacherpd.ipst.ac.th and Thai MOOC.
For future of education, IPST aims to integrate emerging digital technologies and pedagogical approaches into the curricula and learning resources, promote valued-based education, create a strong and engaged learning community, and collaborate with educational institutions and agencies to create a dynamic learning ecosystem that meets that needs of Thai students and educators.
