สถาบันส่งเสริมการสอนวิทยาศาสตร์และเทคโนโลยี (สสวท.) เข้าร่วมการประชุมคณะทำงานด้าน STEM, Entrepreneurship and Innovation Ecosystem ซึ่งเป็นส่วนหนึ่งของการประชุมคณะกรรมการร่วมด้านวิทยาศาสตร์และเทคโนโลยีไทย-สหรัฐอเมริกา ครั้งที่ 3 (The 3rd Joint Committee Meeting in Science and Technology) ระหว่างวันที่ 21-22 มิถุนายน 2566 ณ โรงแรมแลนด์มาร์ค กรุงเทพฯ
ระหว่างการหารือในคณะทำงานด้าน STEM, Entrepreneurship and Innovation Ecosystem นั้น สสวท. ได้นำเสนอภาพรวมด้านสะเต็มศึกษาในประเทศไทย ความร่วมมือในการดำเนินการจัดการเรียนรู้บูรณาการสะเต็มศึกษา และการเปลี่ยนผ่านการจัดการเรียนรู้สู่ STEAM Education ในโครงการวิทยาศาสตร์พลังสิบ (Power of 10 Science Programme) ที่ สสวท. ดำเนินการร่วมกับสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) โรงเรียนมหิดลวิทยานุสรณ์ สำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ (สวทช.) ที่ประชุมอธิการบดีแห่งประเทศไทย (ทปอ.) และ ที่ประชุมอธิการบดีมหาวิทยาลัยราชภัฏ ซึ่งกำลังดำเนินการโครงการนี้ในโรงเรียนทั้งระดับประถมศึกษาและระดับมัธยมศึกษากว่า 1,000 โรงเรียนทั่วประเทศ
สำหรับหน่วยงานฝ่ายประเทศไทยที่เข้าร่วมหารือในคณะทำงานนี้ ได้แก่ สำนักงานนวัตกรรมแห่งชาติ (NIA) ซึ่งนำเสนอโครงการ STEAM4Innovator สำหรับนักเรียนระดับมัธยมศึกษา นอกจากนี้ยังเป็นหน่วยงานหลักในการดำเนินการโครงการ StartUp Thailand เพื่อสนับสนุนความร่วมมือระหว่างหน่วยงานด้านวิทยาศาสตร์และเทคโนโลยีกับด้านธุรกิจ และดำเนินการสร้างระบบนิเวศเพื่อสร้างผู้ประกอบการซึ่งมีการสนับสนุนจากคณะกรรมการส่งเสริมวิสาหกิจเริ่มต้นแห่งชาติ (National Start Up Committee) และอยู่ระหว่างการพัฒนาสมาคมวิชาชีพสำหรับสตาร์ตอัพในแต่ละภาคส่วน เช่น FinTech, EdTech สวทช. นำเสนอการร่วมจัดกิจกรรมสะเต็มศึกษาเพื่อจุดประเด็นความสนใจในวิทยาศาสตร์ รวมถึงดำเนินการส่งเสริมบทบาทของผู้หญิงในสะเต็ม (Women for STEM) องค์การพิพิธภัณฑ์วิทยาศาสตร์แห่งชาติ (อพวช.) ดำเนินการจัดกิจกรรมสำหรับเยาวขน นักเรียนและประชาชนที่สนใจด้วยการใช้ธีม SCREAM (Science, Computing. Robotics, Engineer, Arts และ Mathematics)
สำหรับหน่วยงานจากสหรัฐอเมริกาที่ร่วมหารือและระดมความคิดในคณะทำงานนี้ ได้แก่ National Science Foundation (NSF) ซึ่งนำเสนอการดำเนินงานโครงการ CSforAll ในหลักสูตร Computing ของประเทศ โดยจัดทำกิจกรรมรวมถึงการอบรมครู การประเมินและการวิจัย และได้ร่วมหารือกับทาง SEAMEO STEM Ed สสวท. สพฐ. สวทช. Chevron สถานทูตสหรัฐอเมริกาประจำประเทศไทย และ USAID ในประเด็นภาพรวมการศึกษาด้าน Computing Science และความร่วมมือระหว่างกัน ขณะที่ Global Innovation through Science and Technology (GIST) ได้ให้การสนับสนุนผู้เชี่ยวชาญและความรู้ต่าง ๆ ให้กับผู้ประกอบการไทย และยังมีแนวทางในการส่งเสริมผู้ประกอบการสตรีอีกด้วย ในส่วนของ Northern Illinois University ร่วมกับมหาวิทยาลัยในประเทศไทยในการสำรวจและวิจัย Groundwater และจะร่วมในการคิดค้นนวัตกรรมในการแก้ปัญหา groundwater ในประเทศไทย
จากการหารือในประเด็น STEM, Entrepreneurship และ Innovation นั้น ได้ผลสรุปเพื่อการดำเนินงานในขั้นตอนต่อไป ดังนี้
1. ด้าน STEM การจัดตั้งคณะทำงานร่วมไทย-สหรัฐอเมริกา ในการขับเคลื่อนประเด็น Computational Literacy ในทั้งสองประเทศ เป้าหมายเพื่อให้นักเรียน นักศึกษา ประชาชนทั่วไปได้ตระหนักและมีทักษะและความเข้าใจด้านการคิดเชิงคำนวณ (Computational thinking) ซึ่งการจัดตั้งคณะทำงานจะเริ่มจากการเชิญชวนหน่วยงานที่สนใจ จากนั้นจะมีการประชุมหารือเพื่อวางแผนการดำเนินการและเป้าหมายร่วมกัน โดยจัดเป็นแผนระยะสั้นและยาวภายในระยะเวลา 5 ปี โดยผู้ประสานงานการจัดตั้งคณะทำงานในช่วงแรกเริ่มคือ Dr. Allyson Kennedy จาก NSF, คุณปริวรรต วงษ์สําราญ จาก NIA และ ดร.นัฏฐพร รุจิขจร จาก สสวท.
2. ด้าน Entrepreneurship มีแผนในการดำเนินการความร่วมมือในการจัดกิจกรรมระหว่างโปรแกรมของ GIST ของสหรัฐอเมริกา และโปรแกรม Startup Thailand ในการแลกเปลี่ยน startup สำหรับตลาดของทั้งสองประเทศ รวมถึงการจัดอบรมของ GIST ให้กับสมาชิกของ Startup Thailand
3. ด้าน Innovation มีแผนในการดำเนินการความร่วมมือระหว่างมหาวิทยาลัย CMKL ของไทย และมหาวิทยาลัย Northern Illinois เพื่อร่วมพัฒนากิจกรรมภาคฤดูร้อนเพื่อเสริมศักยภาพด้านการวิจัยให้กับนักศึกษาของทั้งสองสถาบัน โดยมุ่งหวังให้นักศึกษาที่มาจากสาขาต่าง ๆ เช่น Science, Computer Science และ Business ร่วมกันในการสร้างสรรค์นวัตกรรมเพื่อแก้ปัญหาที่สำคัญของโลกในปัจจุบัน
IPST joins Working Group Discussion on STEM at the 3rd Thai-U.S. Joint Committee Meeting in Science and Technology (JCM)
IPST joined the Working Group Discussion on STEM, Entrepreneurship and Innovation Ecosystem, which was part of the 3rd Thai-U.S. Joint Committee Meeting in Science and Technology (JCM) during 21 – 22 June 2023 at The Landmark Hotel Bangkok.
In the Working Group Discussion on STEM, Entrepreneurship and Innovation Ecosystem, IPST presented an overview of STEM education in Thailand, its cooperation on the implementation of the integrated STEM education, and the transition into STEAM Education under the Power of 10 Science Program. Operated by IPST in collaboration with the Office of the Basic Education Commission (OBEC), Mahidol Wittayanusorn School, the National Science and Technology Development Agency (NSTDA), the Council of University Presidents of Thailand, and the Council of University Presidents of Rajabhat University, the Power of 10 Science Program is being implemented in more than 1,000 primary and secondary schools across the country.
Other agencies in Thailand joining the discussion were: the National Innovation Agency (NIA), which presented the STEAM4Innovator project for secondary school students, is the main agency responsible for the Startup Thailand project that supports cooperation between science and technology agencies and business sector, builds an ecosystem to create entrepreneurs with the support from the National Startup Committee, and develops professional associations for startups, such as FinTech, EdTech, etc.; NSTDA presented STEM education activities to raise interest in science and promote Women in STEM.; and the National Science Museum (NSM) presented its activities for young people, students and the general public using the SCREAM theme (Science, Computing, Robotics, Engineer, Arts and Mathematics).
U.S. agencies joining the discussion were: the National Science Foundation (NSF) presented the implementation of the CSforAll program in Computing education, which includes learning activity, teacher training, assessment and research and also collaborates on Computing Science education with the SEAMEO STEM-Ed, IPST, OBEC, NSTDA, Chevron, U.S. Embassy in Thailand and USAID; the Global Innovation through Science and Technology (GIST) has supported the provision of experts to help Thai entrepreneurs and promoted women entrepreneurs.; and Northern Illinois University in collaboration with universities in Thailand has conducted groundwater exploration and research and planned to create innovation to solve groundwater problems in Thailand.
The discussion on STEM, Entrepreneurship and Innovation Ecosystem may be summarized as follows:
1) STEM: A Thai-U.S. joint working group will be established for the promotion of Computational Literacy in both countries in order to raise awareness and understanding for students and the general public on computational thinking. The establishment of the working group will begin by inviting related agencies, holding a meeting to discuss common goals, and setting short-term and long-term plans within a period of five years. The coordinators include Dr. Allyson Kennedy from NSF, Mr. Pariwat Wongsamran from NIA, and Dr. Nutthaporn Ruchikachorn from IPST.
2) Entrepreneurship: A collaboration on the joint activities between GIST and the Startup Thailand was planned on exchanging startups for the markets of both countries and organizing a GIST training for members of the Startup Thailand.
3) Innovation: A collaboration between CMKL University and Northern Illinois University was planned on developing a summer activity to enhance the research potential of students of both universities in order to bring together the students in the field of science, computer science, and business to create innovations to solve critical problems of today’s world.
