รองศาสตราจารย์ ดร.ธีระเดช เจียรสุขสกุล ผู้อำนวยการสถาบันส่งเสริมการสอนวิทยาศาสตร์และเทคโนโลยี (สสวท.) เป็นประธานและกล่าวเปิดการประชุม “PISA 2025: Second meeting of the National Project Managers” ครั้งที่ 2 เมื่อวันที่ 29 มกราคม 2567 ณ โรงแรมพูลแมน คิง เพาเวอร์ กรุงเทพ (รางน้ำ) กรุงเทพมหานคร

การประชุมนี้จัดขึ้นระหว่างวันที่ 29 – 31 มกราคม 2567 เพื่อให้ประเทศที่เข้าร่วมการประเมิน PISA 2025 ซึ่งมีประมาณ 90 ประเทศ ได้รับทราบความคืบหน้าในการดำเนินงานและขั้นตอนกระบวนการดำเนินงานต่าง ๆ สำหรับรอบทดลองใช้เครื่องมือซึ่งจัดโดย Australian Council for Educational Research (ACER) เป็นผู้ดำเนินการหลัก (Consortium)

โปรแกรมประเมินสมรรถนะนักเรียนมาตรฐานสากล หรือ PISA (Programme for International Student Assessment) ริเริ่มโดยองค์การเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา หรือ OECD (Organisation for Economic Co-operation and Development) มีวัตถุประสงค์เพื่อประเมินคุณภาพของระบบการศึกษาในการเตรียมความพร้อมให้เยาวชนมีศักยภาพหรือความสามารถพื้นฐานที่จำเป็นต่อการดำรงชีวิตในโลกที่มีการเปลี่ยนแปลง การประเมินนี้ดำเนินการอย่างต่อเนื่องเพื่อติดตามแนวโน้มการเปลี่ยนแปลงคุณภาพการศึกษาและมุ่งให้ข้อมูลระดับนโยบาย  โดยเน้นการประเมินสมรรถนะของนักเรียนเกี่ยวกับการใช้ความรู้และทักษะในชีวิตจริงมากกว่าการเรียนรู้ตามหลักสูตรในโรงเรียน หรือเรียกว่า “ความฉลาดรู้” (Literacy) ใน 3 ด้าน ได้แก่ การอ่าน คณิตศาสตร์ และวิทยาศาสตร์  ซึ่งความฉลาดรู้ทั้งสามด้านนี้ถือว่าเป็นสิ่งจำเป็นสำหรับการเรียนรู้ตลอดชีวิตและเป็นสิ่งที่ประชากรจำเป็นต้องมีเพื่อการพัฒนาและการแข่งขันทางเศรษฐกิจของประเทศ

สำหรับประเทศไทย ได้เข้าร่วมการประเมิน PISA ตั้งแต่การประเมินรอบแรก (PISA 2000) จนถึงปัจจุบัน โดยมีสถาบันส่งเสริมการสอนวิทยาศาสตร์และเทคโนโลยี (สสวท.) ซึ่งเป็นองค์กรในกำกับของกระทรวงศึกษาธิการ ทำหน้าที่เป็นศูนย์แห่งชาติ (National center) รับผิดชอบหลักในการดำเนินงาน PISA ของประเทศไทย 

President of IPST presides over the PISA 2025: Second meeting of the National Project Managers

Associate Professor Dr. Thiradet Jiarasuksakun, President of The Institute for the Promotion of Teaching Science and Technology (IPST), presided over and opened the PISA 2025: Second meeting of the National Project Managers on 29 January 2024 at Pullman Bangkok King Power Hotel (Rang Nam), Bangkok, Thailand.

This meeting took place during 29 – 31 January 2024 for the National Project Managers and representatives from 90 countries/economies to keep up with the PISA 2025 process and participate in the Field Trial. As the PISA 2025 consortium, the Australian Council for Educational Research (ACER) was the host agency for the meeting.

Initiated by the Organisation for Economic Co-operation and Development (OECD), the Programme for International Student Assessment (PISA) aims to assess the quality of educational systems in preparation for developing students’ potential in a fast-changing world. PISA has continuously monitored trends in the quality of education and provided information at the policy level by focusing on the assessment of students’ competencies in applying the knowledge and skills needed in real life rather than those of curriculum-based learning. In other words, the assessment focuses on “literacy” in reading, mathematics and science as it is considered essential for lifelong learning and corresponds to what people need for the country’s economic development and competitiveness.

Thailand has joined the assessment since PISA 2000. As an agency under the direction of the Thai Ministry of Education, IPST has served as the National Center for the operation of PISA in Thailand.
